In today's Rants and Raves, the controversy over lowering flags in honor of Venezuelan leader Hugo Chavez, who died last week.

The Houston, Texas-based oil company Citgo flew the U.S., Texas and Venezuelan flags at half-staff when Chavez died.

Citgo is a private company, which gives it the right to do such things.

U.S. protocol allows flags to be lowered for foreign dignitaries. However, Chavez was a controversial leader, who had no love for the U.S., and at one point even blamed America for the cancer that took his life.
