Constitutionality of Heartbeat Bill Remains at Center of Debate

LITTLE ROCK, AR -- An Arkansas House committee approved a Senate bill on Thursday making abortion illegal after 12 weeks, except in cases of rape, incest or the health of the mother.

The bill does not make exceptions for any fetal anomalies. Many states have bans at 20 weeks, but none have successfully passed a 12-week ban.

Governor Beebe says this particular bill appears to be unconstitutional.

At age 22, Ali Taylor found herself young and pregnant.

"I was struggling in my life at that point. I really wasn't taking care of myself or people in my life," said Taylor, "So I decided to terminate the pregnancy and I did."

Now 16 years later, she has no regrets about her choice and  says the fact lawmakers are choosing right now, whether to effectively make abortions illegal in Arkansas is frightening.

"It scares me for Arkansas women," said Taylor.

Senator Jason Rapert is sponsoring the bill and says the measure is constitutional.

"Morels are taught and learned at home." Actually "morels" are a type of mushroom, but I believe you mean "morals". The morals I learned in my home and my faith upbringing taught me social justice and human rights, of which reproductive justice is a part.

Here's some science for you knee jerk responders to consider. The scientifically and medically accepted point of viability is around 22-26 weeks of pregnancy. Viability is not based upon the presence of a heart tone. It requires brain functionality and the ability of the fetus to survive outside of the womb. The question of when life begins is complex, for some it's based on faith, for some it's based on science or medicine. Regardless of where you stand personally, politicians are not the experts and they should not be the ones deciding this issue.

How about Taylor making the decision to not have had sex and then she wouldn't have had to kill that innocent baby. Everyone wants to say i wasn't ready to take care of a child..if you know that...dont lay down in that bed THEN you won't have to decide to murder an innocent child.

Some of you speak of the woman's "rights"; I ask you, what about the human being in her womb? What about the child's right to live? Pat is right; abortion is murder, period. If you think any other way, you are in denial. Some are concerned about the Constitutional rights of the woman. What about the Constitutional rights of the child? 55 million murdered babies since Roe vs. Wade. Judgment Day will not be kind to those that murdered innocent babies.

ABORTION IS MURDER...AND A WOMAN IS GIVEN THE OPTION? THE "BABY'S" HEARTBEAT CAN BE DETECTED AT 15 DAYS WITH THE RIGHT EQUIPMENT. YOU DIDN'T PLANT A TREE. PREZ OBANMA WOULD LET HIS OWN GRANDCHILDREN BE THROWN IN THE GARBAGE RATHER THAN BE A BURDEN TO HIS GIRLS IF THEY MADE A "MISTAKE"...ON THE OTHER HAND, I CAN'T FIGURE OUT THESE WOMEN WHO ARE CAMPAIGNING FOR THEIR RIGHT TO KILL THEIR BABY, OR ANYONE'S ELSE'S...WHAT KIND OF MOTHERS DO THEY MAKE WHEN THEY DECIDE TO HAVE A CHILD?

Ali Taylor is a selfish moron. She was dumb enough to lay down and spread her legs at a young age and ended up pregnant, yet she thinks her unborn baby had to suffer the ultimate and lose a chance at life. These are the people that should not receive an abortion. There are thousands of people out there that want kids that can not have them, yet these young whores that cant keep their legs shut are killing them left and right. You want to blame the lack of sex education for the high number of teen pregnancies, fine, go ahead and blame the schools for it. But make the schools responsible, not an unborn baby. I am not saying there are not "justified reasoning" for certain abortions, but when a young woman decides to let her legs fall apart, a unborn child should not have to be killed. RationalOne, you talk about trying a "compassionate approach" to this, yet you are supporting killing the unborn babies of those who want to have sex but dont want the consequences. Wouldnt it be a little bit more compassionate to allow someone who cant have a kid the chance to adopt one from a young woman that wanted to get laid but not have a baby than it would be to kill the unborn child?

Think4Urself, every situation is unique. Private medical decisions are best left to a woman, her family and her faith in consultation with her medical professional. Your comment "if you're so grown up that you have a right to have sex then you have the right to accept responsibility and be prepared to raise a child" deeply troubles me. Here is why. A. 63% of Arkansas high school Seniors and 50% of 10th graders admit to being sexually active. B. Most Arkansas schools have NO sexual health education program to give these teens information on pregnancy prevention, avoiding STIs and HIV. These teens are only being told to abstain from sex. We have the correlating high rates of teen birth to accompany that - 3rd highest rate in the nation. C. Research shows that teens who have babies invite a host of medical, emotional, and social problems for themselves, their children, and their communities. D. It is callous and uneducated to posit that teens, who we do not trust to vote until they turn 18, or drink a beer until they are 21, should bear responsibility for bringing another human being into our society just because they had unprotected sex. Raising a child as punishment for unprotected sex is a terrible disservice to the child and to society as a whole, not just the teen mother. Let's try a compassionate approach to this rather than flippantly presuming to know and judge the reasons behind a woman's intensely personal decision to end a pregnancy. Every situation is unique. Keep abortion safe and legal.

When an unborn child is killed in an auto accident it is called negligent homicide. When an unborn child is killed in an act of violence, it's called manslaughter. When an unborn child is killed in an operating room it's called Choice. The death of any human being, born or unborn, at the hands of another for any reason other than self defense is murder. The planned death of a human being, born or unborn, is called Pre-meditated Murder. The death of a human being, born or unborn, by monitary contract is called Capital Murder. Each one is a choice, but the murder for hire of unborn children is not a crime but a billion dollar industry. We have sold our souls to the Devil and the day of payment is at hand!
