Dogs remain in neighborhood following two attacks

SARDIS, AR - As Ron Talley sifts though his wife's blood-stained clothes, he remembers the scariest moment of his life.

"It was literally skinning her alive and eating her alive," he said. "She's like Little Red Riding Hood getting eaten by the Big Bad Wolf."

As Talley's wife, Dana, walked down her Saline County road, Sheriff's deputies say at least four neighboring pit bulls attacked her.

"Ripped her tendons and everything - tore the skin on her head all the way through her skull," said Talley.

We went by the owner's house to talk to them but found two dogs in the front yard unchained and roaming free. Deputies ordered the owners to quarantine the dogs at home weeks ago following an earlier attack.

"There's a chance they can get out," said Lt. Scotty Courtney with the Saline County Sheriff's Department. "Unfortunately, that's part of it."

And they did. But despite this second attack, the same rules apply. Another misdemeanor charge for violating the vicious dog ordinance and an order to lock the dogs back up.

"This is not the first time these dogs have done it," said Talley. "These dogs have done it to another person and they're still out there. What does it take to get some justice?"

"Animals are not humans. They think differently - they're not humans. Whereas humans are held to a higher standard I would think," said Lt. Courtney.

The vicious dog ordinance in Saline County states if you can't afford to quarantine your dog at a veterinarian's after an attack, you can house and quarantine the animal yourself. Since Saline County doesn't have an animal control operation, there's no where else to put them while waiting for a court date.

ArkansasYankee: I was referring to the lady who said she was in her yard with her two small children and those dogs came up and were aggressive AND SHE THREW A ROCK....Someone needs to get rid of those dammmm dogs NOW. LOL

Breed Specific Legislation is ineffective in preventing dog bites. It is very costly, impossible to "enforce", and does nothing to address the problem of irresponsible owners. Dangerous Dog Legislation that targets OWNERS would be more effective in producing results wanted: a safer community. Most communities have dangerous dog laws . . . a stricter enforcement of those laws, adding to those laws, would provide better results than BSL.

"Since 2009, of the 349 communities that have enacted, strengthened, amended or changed their dangerous dog ordinance, 267 of the communities chose NOT to use breed specific legislation. 13 states now prohibit BSL of any form through state level legislation and at least two states prohibit insurance discrimination against owners of specific breeds or types of dogs. In the past 3 years, there have been a minimum of 5 lawsuits against local and state governments (one in which the Governor and other elected officials personally are named as defendants) as a result of BSL being enacted. Breed-specific legislation does NOT work, it can NOT be enforced, and does NOT reduce dog bites and attacks."

Mom; I shot a dog once, about 20 some years ago. It came on my property and attacked my dog, that was tied to a run line. I aimed at his head first, then decided to allow him to live, aimed at his leg, squeezed off one round from a 22 rifle, and he limped back home. Owner came down, asked if I shot his dog. Yep, and I explained why. He called Pulaski County, deputy came out, told him what happened, and he told me I didn't do anything wrong, and left. The owner wan't happy. He had the DA write me a nasty letter wanting an explanation. I wrote a nasty letter back, reminding the DumbA**, or District Attorney if you will, that we have a county wide leash law, and this dog attacked mine that was tied up. Never heard back from the DA**'s. I know the laws have changed since then, but I will continue to protect my animals regardless. Pat, I know I made a comment about hot lead over rocks; but rocks work sometimes. As a Letter Carrier in Tucson, I did not enjoy having to use my spray on dogs; I only did it as a last resort. When I saw a dog coming towards me, I'd bend down as if picking up a rock; and the dogs would always stop, watch me bending to the ground as if picking up something, and they would turn tail and leave me alone. Something I learned as a young lad; most dogs are afraid of rocks; it's instinct as rocks were one of the first weapons. But I still prefer hot lead if the situation requires it; such as if the wife, dog, or cats are in danger. And I break the law whenever I find a copperhead in the yard too! Morons in the state legislature made it against the law to kill snakes. But I'll not have copperheads in the yard around my wife, dog, cats, or me! Don't know what they were drinking or smoking when they made that law!

These comments get "funnier" every time I look at them....yep, I have read them a number of times. EVERYONE EXCEPT THE ONES IN FAVOR OF KILLING THEM ARE ACTING LIKE "IF" IS NOT A DEATH SENTENCE FOR SOMEONE. "FINE" WHAT THE HELL GOOD IS A FINE/?? WHEN A CHILD MIGHT BE KILLED? THE WOMAN WITH THE SMALL CHILDREN...EVIDENTLY YOU DON'T HAVE A CLUE HOW FAST THESE DOGS CAN GRAB YOUR CHIILD AND RIP THEM APART WITH YOU STANDING THERE SCREAMING. THREW A ROCK...HAHAAH I am just totally shocked at the cluelessness of some of you.

Imanurse...I sincerely hope your wonderful aggressive dog doesn't get overly enthusiastic and kill you. They do turn on their owners. Until then, you pit lovers just keep defending them until they kill another child...yours or a friend's. This situation is too bizarre to comprehend...these dogs running loose...everybody in the area doesn't know how dangerous they are. I pray someone else doesn't get hurt before they are PUT DOWN. THAT IS THE ONLY SOLUTION. THE OWNER DOESN'T HAVE A GRAIN OF SENSE, OR SHE WOULD HAVE ALREADY HAD SOMEONE SHOOT THEM..YES, SHOOT HER OWN DOGS. THEY ARE OUT OF CONTROL AND DANGEROUS. WHERE IS HER BRAIN?

For those saying "if a dog comes on my property it will be shot" think again. Someone is being charged for animal cruelty for doing JUST THAT. His property, loose dog. Animal owner is crying foul. We made shooting loose dogs a felony and the most that can happen to a dog owner who's dogs do something like this is a misdemeanor. Contact EVERYONE from Beebee down, and change the laws to PROTECT PEOPLE FIRST! Maryland Court of Appeals has deemed Pit Bulls inherently dangerous. The whole state. Arkansas is too busy protecting breeders and Kennel Clubs to protect humans!

Shelly: Hot lead works better than rocks. If I had kids, and a neighbor with dogs like that running loose, the dogs would be in doggie heaven.

I live right in front of where these dogs are. I have two small kids and we were outside and the dogs came in my yard and they were very aggressive.Both my kids were upset. I through a rock at one of them and told it to go on. Ever since then my kids don't want to go outside and play alone.I think that if they won't chain their dogs up that they need to be Fined. There are a lot of young children that live in this neighborhood. It could be one of them next and it might be worse than an adult.
