Arkansas State Senator Jimmy Hickey Junior hopes to convince corrections officials it should be built in southwest Arkansas.
Hickey has put together a coalition to try and bring 350 jobs to the area.
He says a location between Texarkana and Hope is ideal.
"We believe if we could find a spot that was basically in between all those that would provide an avenue for all the citizens of each district to have less travel," says Jimmy Hickey.
The Arkansas Legislature will decide if they want to fund the project.
The jobs would pay around $13 an hour.
