LITTLE ROCK, AR – Police have identified the two teenagers in Friday afternoon’s hit-and-run accident, as well as the man suspected of killing them.

Little Rock Police say Blake Cooney and Jimmy Bullock, both 15-years-old, were hit while on Roosevelt Road by 24-year-old Kevin Shelton. Police say Shelton was driving a silver Chrysler eastbound when he hit the kids.

The accident occurred between Ringo and Chester Streets around 4pm Friday. One of the boys died on scene, the other died shortly after arriving at Arkansas Children’s Hospital.

Ramona Hernandez is related to the Cooney family. She says she left her house to run errands and when she came back, the road was blocked off and neighbors were frantic trying to track down family of the two boys. Hernandez says the family just returned from vacation a few days ago.

The Cooney family tells Fox 16 the two teenage boys were best friends. Lucille Robinson is Blake Cooney's great grandmother. She had a hard time putting into words her feelings about the accident. She stood by and watched, shaking her head and trying to console her family at the scene.

According to police, after striking the children, Shelton’s vehicle crossed the centerline and struck the car of an off-duty Pulaski County jailer. Police say Shelton then fled the scene on foot. The jailer, with a damaged car, kept an eye on the suspect until he could be arrested.

Leneeka Thomas was visiting her mother in the neighborhood when the accident happened. She says she's scared for her own children playing in the yard and in the driveway because cars are always speeding down Roosevelt Road.

Shelton is currently in the Pulaski County jail charged with 2 counts of negligent homicide, 1 count of felony fleeing, and 1 count of leaving the scene of an accident with injury or death. According to the jail’s website, Shelton’s bond was initially set at $15,000. After meeting with a judge Saturday morning, it was changed to no bond.

The Arkansas judicial system is messed up! A mother helps her son escape from prison, and her bond is set at $500K. This guy murders two young boys with his car, and bond is set at $15K. What the.....

1,500 dollars to get out of jail for killing 2 children and fleeing the scene to throw his drugs away probably. that is another case of not valueing the lives of our children. this mans bond should have been high enough to keep him in until court. he is not going to get a long sentence because it was an accident (i guess) i doubt he meant to do it but it doesnt change the fact that he did do it. people have had higher bonds for animal cruelty

That's a horrible stretch of road there with a blind spot and speeding cars. Although some of the newssites are reporting the driver could have been under the influence. Yet he got $15,000 bail. Who is the arraignment judge in this case? He should be flooded with mail protesting his irresponsible handling of this matter. It was a slap in the face to these families.

If that piece of garbage runs, they need to try that sorry excuse for a judge for being an accomplice after the fact. Two kids dead and the best the judge can do is $15K? What a piece of crap!
