Arkansas Human Trafficking Law Makes Way to Governor's Desk

The Arkansas Human Trafficking Act of 2013 cleared the Senate floor on Thursday, and is now heading to Governor Mike Beebe's desk.

The bill increases penalties for traffickers, allows their assets to be seized, and provides more help for victims.

The legislation comes after Arkansas received low rankings for a lack of laws on the books combating the practice.

so, "The legislation comes after Arkansas received low rankings for a lack of laws on the books combating the practice.". It was not initiated because it is the right thing to do?
