LITTLE ROCK, AR. - Keeping the utilities on is so important that one woman refused a trip to the hospital because she desperately needs help on her utility bill.

The lines are long. The wait seems to drag on. But when it's a choice between power on or off standing or sitting is worth it.

"The fairground people said they got here at 6 and they were blocking traffic on Roosevelt," Lavel Neal of the Central Arkansas Development Council said.

The Central Arkansas Development Council kicked off the summer portion of its utility assistance program for thousands of central Arkansans. For many, this is their only choice.

"I'm between a rock and a hard place," Christine Murley said.

Murley can't work because her husband and daughter both have severe medical issues, and the heat could make them worse.

"I don't know what else to do. My parents can't help. His parents can't help and nobody else has funding the CADC," Murley said.

Murley needs three hundred eighty dollars to keep the lights on. That's only half the bill.

"I pray for them everyday. The people who work here and put up with all of this. They've got to have prayer," Murley said.

Murley is praying for herself, too -- that she can get ahead so she give back to this program that helped keep her family out of the dark and heat.

"I have confidence that what I do that way karma does come back. You get what you give," Murley said.

The Central Arkansas Development Council will accept applications again Tuesday, July 10, at 9 a.m. at the state fairgrounds. They will serve the first 600 people.

I don't think its fair for you all to judge others....you have no clue what low income families go through...and for you to call people bums and lazy many from low income black neighborhoods shows your ignorance....those who need help aren't always using...people like you make it an embarrassment to live in this state....your arrogance and ignorance is beyond overwhelming...words from a young, low income, hard working college student who worked three jobs to provide and went to school

My husband is a police officer and a disabled veteran. We do not qualify for any assistance and our electric bill has been right under 600 for the last 2 months, so you will all have to excuse me if i don't feel sorry about people dipping into your "pocketbooks". I'm sure you were a Bush supporter and a supporter of this senseless war that got us into this economic mess in the first place. Give me a break.

I bet when the job fair comes you won't see even half as many people as you see for free assistance!

Next we will be providing assistance for fuel. If you stand back and look at the whole picture, why better yourself??? If everything is handed to you It must be nice sitting at home and receiving assistance for housing, food, childcare, wic, cell phone, free ride to college. Boy I must have gone wrong somewhere when I decided to get a job and better myself.... I work my butt off and still don't eat as well as the one handed free food that i'm paying for. This whole system makes me mad. Yeah some really do need it and thats a blessing to help where its needed but to just watch this crap happening everyday makes me angry!

the1andonly20: I don't know your background or age but I grew up between Little Rock and Memphis in the Arkansas Delta. I worked in a small grocery store when I was in high school and through college. I got sick and tired of working for $70 a week, nights and weekends so I could pay for my car insurance by carrying out groceries for lazy bums (store served the projects). 6 yr olds coming in with $100 books of food stamps buying candy. Adults coming in buying individual pieces of gum until I had given them enough silver change to go straight to the beer cooler and buy beer. So what I am speaking about and pi$$ed off about is from my own experiences. So if you don't mind, regarding your comment about keeping my mouth shut about peoples pocketbooks... It is MY POCKETBOOK THE FREE PROGRAMS ARE DIPPING INTO SO I WILL COMPLAIN ABOUT IT. I think it is you who should get out and see what is really happening in the real world.

ladyofthehill: Having a cell phone doesn't mean you have a job and pay for the bill yourself. There is another freebie program out there that will give you one of those too. And me and ladyofthehill get to pay the monthly bill. Don't you remember those insulting commercials that told how to get your free celly so you could stay in touch wit yo BFF. Gag, Vomit! I am in favor of helping folks who need help, BUT, if I were king, if you are under 55, you would be allowed assistance for only a finite period of time then you are on your own. AND only after drug tests and a home inspection for luxurys. Sorry, if I have to pay for your food, the Play Station 12 and the 28 inch rims on the 1992 Impala get sold. And you get to serve the public while on assistance. Local library could use help cleaning and reshelving, courthouse could use some weeding, parking spaces need repainting. Try running for congress on THAT platform and let me know what Nancy Pelosi says about you. Ave. Arkie.

Regardless of color, people need help! Families need help! Why spend so much time trying to find the bad in situations and pointing your little fingers? What if it were someone you knew who you saw pictured in the photo? You never know what someone is going through. You all seem like grown up, well, childish A** bullies simply because everyone is not able to pay their bills on time every month like you all do, I'm sure. None of you all are the giver nor taker of lives so you have no right to judge ANYONE! So please keep your immature mouths off of peoples lives and pocketbooks. I'm sure your parents, living or dead, would be FURIOUS with your comments! God have mercy on you ALL!

Thank you for making my energy bill higher so I can pay for everyone else's that does not want to work and well doesn't have to with all of the "free" help! NICE! I love my country but I sure do get to feeling shame that I live here sometimes. It is like common sense is just not common enough.
