LITTLE ROCK, AR-- Pit bulls have attacked people in four separate Garland County cases. So to combat the problem, a committee created a proposed leash law.
"The vast majority of citizens and the vast majority of the quorum court will support some form of a leash law, as soon as we get all of the details in order," said Justice of the Peace Mary Bournival.
Under the proposal, all dog owners would be required to put their dog on a leash in public spaces. That is a change from the current nuisance animal law, which is causing challenges for law enforcement.
"So what you might think is a nuisance , somebody else might not believe that," said Sheriff Larry Sanders.
Also, the proposal would require dogs to be fenced in as well. But opponents say there is no need to create another dog ordinance.
"We have laws on the books and most people don't want more laws. They just want the laws on the books enforced," said Justice of the Peace Mickey Gates.
The full quorum court must still vote on the issue.
If passed, the penalty would be considered a misdemeanor offense, carrying a $500 fine.
