LITTLER ROCK, AR - The Arkansas Scholarship Lottery announced Wednesday that Louis J. Walker, Jr. won $100,000 on a $10 instant win scratch-off.

Walker bought the lucky "In The Money" ticket at Tobacco World on Industrial Park in Harrison.

What's new??? All the big winners come from North East Arkansas. make you go hum when you look at the location of the winners on the Lottery web site. Is anything fair anymore???
