Mysterious packages accuse school board member of unethical practices

The Pulaski County Sheriff's office is collecting evidence to see if there's any need to investigate a Pulaski County Special School District board member. Someone delivered packets to each school board member over the weekend with a letter, a DVD and a CD accusing board member Gwen Williams of unethical practices.

The DVD shows a man putting money into an envelope then an exchange between school board member Gwen Williams and a man at her home about an hour later, according to the clock on the recording. You can also see the man handing Williams something.

In the letter from Ricky Weathers accompanying the DVD, Weathers claims he's a masonry specialist hoping to get a contract from the district to do sidewalk work at Harris Elementary.

He claims Williams said she needed help with bills and car repairs and that Mrs. Williams told him, "if I took care of her, she would take care of me."

FOX16 went to several addresses listed for Gwen Williams and called her but couldn't get in touch with her.

There are several questions to be answered like who is the man in the tape? Is it Ricky Weathers? If so, where is he? FOX16 couldn't find him Tuesday. And why didn't the person who sent these packets go to authorities?

"We don't have to make a judgement at this point whether it's valid. That's up to law enforcement," says PCSSD board member Charlie Wood.

Wood is among the people who got the package. The sheriff's office is reviewing the materials from those packages to see if there needs to be an investigation.

The Pulaski County Sheriff's Department now needs help identifying the man seen in video that was part of a packet sent to every PCSSD board member.

The video supposedly shows Weathers putting money into an envelope then giving it to Williams at her home. But investigators say the man is not Ricky Weathers.
