WASHINGTON (AP) - Spurred by a horrific elementary school shooting, President Barack Obama vowed to send Congress new policy proposals for reducing gun violence by January.

"This time, the words need to lead to action," Obama said Wednesday. He tasked Vice President Joe Biden with leading an administration-wide effort to create the new recommendations and pledged to push for their implementation without delay.

The president, who exerted little political capital on gun control despite a series of mass shootings in his first term, bristled at suggestions that he had been silent on the issue during his first four years in office. But he acknowledged that Friday's deadly shooting had been "a wake-up call for all of us."

Twenty children and six adults were killed when a man carrying a military-style rifle stormed Sandy Hook Elementary in Newtown, Conn., Friday morning.

The president also called on Congress Wednesday to reinstate an assault weapons ban that expired in 2004 and to pass legislation that would close the gun show "loophole," which allows people to purchase firearms from private dealers without a background check. Obama also said he wanted Congress to pursue the possibility of limiting high-capacity ammunition clips.

"The fact that this problem is complex can no longer be an excuse for doing nothing," Obama said. "The fact that we can't prevent every act of violence doesn't mean we can't steadily reduce the violence."

The president's announcement Wednesday underscores the urgency the White House sees in formulating a response to the Newtown shooting. The massacre has prompted several congressional gun rights supporters to consider new legislation to control firearms, and there is some concern that their willingness to engage could fade as the shock and sorrow over the Newtown shooting eases.

Obama said it was "encouraging" to see people of different backgrounds and political affiliations coming to an understanding that the country has an obligation to prevent such violence.

Appealing to gun owners, Obama said he believes in the Second Amendment and the country's strong tradition of gun ownership. And he said "the vast majority of gun owners in America are responsible."

"I am also betting that the majority, the vast majority, of responsible law-abiding gun owners would be some of the first to say that we should be able to keep an irresponsible, law-breaking few from buying a weapon of war," Obama said.

Obama also tasked the Biden-led team with considering ways to improve mental health resources and address ways to create a culture that doesn't promote violence. The departments of Justice, Education, Health and Human Services, and Homeland Security, along with outside groups and lawmakers, will all be part of the process.

Biden's prominent role in the process could be an asset for the White House in getting gun legislation through Congress. The vice president spent decades in the Senate and has been called on by Obama before to use his long-standing relationships with lawmakers to build support for White House measures.

The president challenged the National Rifle Association, the country's most powerful gun lobby and key backer of many Republican politicians, to join the broader effort to reduce gun violence as well.

"Hopefully they'll do some self-reflection," Obama said of the NRA.

The NRA made its first comments since the shooting on Tuesday, promising to offer "meaningful contributions to help make sure this never happens again."

Obama said that while taking the necessary steps to reduce gun violence would take commitment and compromise, he said it could be achieved if Washington summons "even one tiny iota of the courage of those teachers, that principal in Newtown summoned on Friday."

Can't remember who said it; saw it on FNC; someone said the liberals will use the bodies of these dead children to push their agenda. Shame on the anti-gun nuts!

wp; Many of us once took an oath. To defend the Constitution against ALL enemies, including DOMESTIC ones. Hope it doesn't come to that; but if I'm physically able to, I will join the fight if it does!

speakingup; Great post indeed! ladyofthehill; That is funny, putting number two in charge of this "problem". LOL itsjustme; Liberals don't have enough sense to even figure your last sentence out! It is beyond their scope of understanding. Butch; being black isn't the reason I don't like him; I don't like him because he's just like the peanut farmer that gave away the Canal and didn't have a pair to get our people out of Iran! Along with a few other things of course.

the usurper in chief is a POS...The only reason he studied constitutional law is so that he can find loop holes to destroy the constitution. What's that saying, "know thy enemy"...The constitution is his enemy...

Speakingup, you made great points. The government wants to outlaw guns. What will that accomplish? Here are a few things it will accomplish. It will increase the black market for assault style weapons. It will turn the average law abiding citizen into criminals by owning guns. It will increase gun violence. Out elected officials are stupid as hell if they honestly believe gun control is the answer. Treat criminals like criminals, do something to protect the rights of victims, not the criminals, make crime punishable and make the punishment suitable. Carry out the death penalty, make criminals fear breaking the law. Gun control. What a f'ing joke. There are to many guns out there now to even try to control.

what was the old saying folks. IF YOU OUTLAW GUNS ONLY THE OUTLAWS WILL HAVE THEM. Other countries respect our gun rights. That is what keeps them at bay. They know the odds of one being in every home. Ban them and I'd want 50. As for the fact of being protected by our government. Our vote helped get our government in office. I guess we failed our self. I bet you Obama voting gun owners love your vote. I also get sick of this racism when it comes to the man. Which one are you complaining about. Webster has a word for that. Also in that definition it brings up a mule. I wish all the people that voted for him were required to bray like a jackass at noon every day for a week.

All the political rhetoric is nauseating. Very few are speaking up around the real issues of decay of the moral fabric of America and loss of core family units. Trying to "fix" things by outlawing certain guns (been done before) or magazine sizes is like trying to cure the common cold by regulating facial tissues. In China there have been more than one tragedy involving deaths of dozens of children, one recently, in which a knife was used by an assailant to kill and injure little ones. Deal with criminals as criminals, and mentally unstable accordingly. Don't make criminals out of law abiding citizens. The thugs will always have their guns. Much like outlaw cocaine as never abolished it, ... outlawing certain gun aspects will not keep it out of criminal hands... but don't stop me from having the option to defend my home and family from someone the government can't or won't protect us from................

Lordoflords; They aren't going away. Yes, they want socialism; but they want it HERE. The first step is taking away our guns. Fortunately, that isn't going to happen in my lifetime. frdmfrst; TJ was right, but you'll never convince the liberals. They are content living on their knees. Agreed Mr Tom. Millions of clips floating around already, how ya gonna get rid of them Osama? ity501; You are correct. A news program pointed out that most gun deaths are not from "assault" weapons; these are responsible for most of the mass shootings though. We are one of the world's leading exporters of assault weapons; how you going to get rid of them? Get rid of military weapons? The VA Tech shooter used 2 pistols. The Bath School disaster was carried out without guns. ( 1927 ). The VA Tech shooter had mental issues, yet no one did anything about it. Start locking the nuts up like they used to, lock up the thugs that commit crimes with guns; and keep these people locked up for good, and the crime rate will go down.
