Questions over govt free cell phone program

LITTLE ROCK, AR -- There are new concerns over a taxpayer program that provides free cell phones to needy Central Arkansas families.

Thursday, FOX16 cameras found a free cell phone stand at a Benton gas station, operating under the federal Lifeline program.

Before getting a phone, applicants must first show some form of government assistance. But one person FOX16 spoke with Thursday off camera says he didn't show anything.

Geraldine Glidewell says she got a phone from the location last month and she also did not show any documentation.

"I didn't have anything to show," said Glidewell.

Life Wireless is the carrier providing phones at the Benton location. When we tried to get a response from the contractor on site, he quickly shut down.

"I'm closed sir," said the unidentified man.

Gas station managers tell us the representative has been set up at the location for at least two months. But now he is no longer welcome.

"Oh no he is not coming back," said store manager Monica Purtle.

Jim Carpenter, a senior vice president with Life Wireless, released this statement regarding the incident:

"Life Wireless is committed to preserving the integrity of the Lifeline program and helping those most in need obtain phone service. It is a tenet of Life Wireless policy, practice, and training that our sales representatives require potential customers to provide documentation proving eligibility for the Lifeline program before they are enrolled.

Any violation of this practice is rare and in direct violation of company policy. Any sales representatives found to be in violation of this policy will be disciplined or terminated.

We screen our sales representatives carefully and have a strong track record of reducing instances of fraud. All of our sales representatives undergo extensive training, and we perform unannounced field audits to ensure that company policies are upheld."


Remarks from FCC:

Over the past 25 years, Lifeline has helped tens of millions of low-income Americans afford basic phone service, keeping them connected to jobs, family, and opportunities. However, as the program evolved in 2005 to include increasingly popular and useful low-cost wireless service offerings, its rules to protect against waste, fraud and abuse failed to keep pace. Any kind of waste in this important program is unacceptable. That's why the FCC has completely overhauled Lifeline.

Earlier this year, the FCC adopted comprehensive reform projected to save $2 billion over three years, including eliminating unnecessary subsidies for initial connections, known as LinkUp. These reforms also now require many carriers - mostly wireless resellers - to file plans detailing how they will comply with new rules. Until their compliance plans are approved, these companies will receive no Lifeline support in new markets.

We have already eliminated over 400,000 duplicate subscriptions after examining millions of records in 15 states in a process that is continuing. In early 2013, we will launch a new National Lifeline Accountability Database that will prevent and eliminate duplicate Lifeline subscriptions permanently. Meanwhile, investigations by the FCC's Enforcement Bureau are ongoing.

We will not allow a few bad actors to destroy a program that has provided a lifeline to emergency 911 calling, family, and jobs for so many low-income Americans.

travelor; I'm almost 60; the government has been corrupt all my life. And before I was born for I don't know how long. It is my personal belief that the last good president we had was Eisenhower. I'm one of those that does not believe in the Warren Report; Oswald could not have made that many shots, with that kind of accuracy, with a bolt action rifle. I was stationed in the DC area when Agnew and Nixon were disgraced from office. Others that have held the office were a joke. Carter's ineptness in his attempt to rescue the Embassy workers in Iran, and giving the Canal away. I could keep going, but you get my drift. And I won't even get started on CONgress; too much to mention, too may crooks, liars, and thieves to even bother with. And I'm afraid it will remain this way until the next fight for Independence and Freedom. moonrose; I almost forgot something. I believe it is a violation of my 4th Ammendment Rights to be drug tested at work; not that I would fail; haven't smoked the green in 15 years. The only drugs they will find in me is the one's the VA gives me. On the other hand, drug testing for government handouts should be mandatory; regardless of the 4th Ammendment; it would not be unreasonable search considering they are living off the taxpayers. Concerning work; I'm disabled now; draw a small VA check and SS disability now.

A guy showed up at my daughters door the other day offering her a free cell phone because she allegedly was poor and needed assistance. Apparently his records showed she had years ago applied for Ar Kids health insurance for her children and therefore she must need a free cell phone. She declined because she wasn't poor and did not need or want his free cell phone. The next thing you know she gets a free cell phone in the mail that she neither asked for or wanted and has never used. I read in the paper this morning the government cannot account for billions of dollars in aid to rebuild Iraq. Is it any wonder? This is your government at work. Throwing away your tax dollars with utter impunity.

Moonrose; I'm kind of new to this - posting comments. But it has become a new hobby for me. Haven't seen you before; but I'll tell you one thing - your "thoughts' should be LAW! You are one smart cookie, and I like your idea; wish our so called "leaders" would like it enough to make it a requirement. And you got a vote from me also.

Just a thought here: The working person is required to take a drug test prior to employment, this depends on the employer. Why no make it a requirement for all those getting government freebies, obamacare and anything else that's free, get drug tested periodically, about 6 times a year. If they don't report for a drug test or fail the drug test pull the plug on them. Don't even let them know when they are being scheduled for the drug test just tell them their case needs to be reviewed and they freebies are in danger of being stopped. They'll show up for that. Hand them the cup and point the way to the toilet. Like I said this is just a thought.

Why to I as a taxpayer have to watch my expenses while at the same time paying for "have nots" to have ever thing including up to 10 Obama phones per person. I have written my congressman Tim Griffin about this taxpayer rip off and all he has done is paid lip service to the media (It's an election year you know) and the Federal Trade Commission Inspector General has not responded to my emailed complaints. Who do these bureaucrats and politicians answer to. And don't bother Senor Beebe and Senor McDaniel because they are too busy using taxpayer dollars to support unlawful illegal alien invaders. Plus Senor McDaniel is waiting to get the seat that Senor Beebe is warming for him. Enough is enough. If enough taxpayers would stop paying taxes, then maybe the middle class could soundly achieve the american dream and financial security.

Thy are not really free TAXPAYERS foot the bill,they get 250 minutes and a friend of mine has one and says she can purchase 250 more for 5 bucks.These free loading scums need to be made to work.I know a couple who has 4 kids and only care for 1 get food stamps for all of them.Don't say report them it has been reported several times nothing has happened.They sell the food stamps for drugs and booze and what ever they need.This really leaves a bad taste in my mouth as i have and still do work for what i have and get.Some day we will wake up to national crisis and wonder what happened we can't keep operating like this.

Sounds like almost everyone shares my resentment for all the freebies. I too know of cases just like these....AND upon taking a needy person to pick up free food saw the very nice vehicles and well dressed people taking two grocery baskets of food to their vehicles...I was SHOCKED. I don't think these people needed free food any more than I do and I live on a very tight budget. I know people who sell their stamps. I know there are a multitude of young girls getting free daycare to "look for a job" or jump from one "school" to another, as well as housing and the rest of the "accessories"....of course, you know they go to the hairdresser and manicurist...they HAVE TO HAVE THEIR PEDICURES TOO. The cell phones pretty much broke this camel's back...wow. When they going to start throwing free cigarettes and beer out of a van? I raised 5 children on two jobs with not one dollar of assistance. By the GRACE OF GOD they are all decent productive people. None of them has ever had any assistance, or been fired, or had utilities cut off, etc. I have realized that all I have worked for all my life...bought rent houses the hard way....is a huge mistake. The deadbeat renters and maintenance have drained me completely. I would be better off if I didn't have a pot or a window. My PLAN B at this point is to get myself put in jail if I get much worse off. I am 73 and thank God for every day.
