LITTLE ROCK, AR – A level 4 sex offender accused of raping two 12-year-old girls has plead guilty to his charges.

According to the Pulaski County Prosecutor’s Office, Charlie Dicus plead guilty to one count of rape and one count of 2nd degree sexual assault. Dicus was arrested on April 23 on suspicion of raping two 12-year-old girls, one of which told police that she was pregnant.

Dicus, a level 4 sex offender, reportedly lived with one of the victim’s families at the time of the attack.

Dicus was sentenced to 45 years in prison and will not be eligible for parole.

I fully agree with you BEESKNESS. I have worked with the handicaped and mentally disabled and the word "retard" is an ignorant and offensive word that is used far too much. Besides, the word retard hardly discribes this POS. He is perfectly sane and deserves death.

I think the mother should be charged. She's the one who introduced him to the family and convinced her mother to let him stay there. Charges should be brought against her also.

I hardly think "retarded reject" is a proper name for him. Sorry to be the one pulling out what is politically correct/incorrect, but that is a very hurtful word. This guy is a mentally capable piece of trash (along with many other names that come to mind) - big difference in that and someone who is mentally retarded.

Now-now everybody. He is just a poor, underprivileged, young man who needs rehabilitation. Geez it is hard to type convincing sarcasm. :) He's done it before, he did it again, admitted it, witnesses... why do I have to feed him. A box of good quality .22 rimfire is $1.79/50rds= 3.6 cents each. I'll buy. One behind the ear. Or, I don't know. General population at the Cummins Unit with make-up, a mini-skirt and a halter top that is printed with "I rape little girls." That should do it.

The mother or parent who allowed him to live in their home with their children should also get some charges. WHAT KIND OF PARENT ALLOWS THAT????

Arkansas is overwhelmed with violent crimes and sexual abuse. This is getting to a point where you have got to ask is there any way possible and ethical to slow this. Little Rock is under siege with violence and the pedophiles are absolutely everywhere! this is a nice sentence though i like that. i think the teacher who was sleeping the students should also get 45 years it should be a mandatory 45 year sentence with no parole if you are caught sleeping with someone under age.
