State dissolves PCSSD board, removes superintendent

LITTLE ROCK, AR – The Arkansas Department of Education dissolved the school board of the Pulaski County Special School District and dismissed its superintendent, Dr. Charles Hopson. The move was announced Monday after a review of a legislative audit committee’s recommendation to get rid of the school board.

“There continued to be problems, even after those things continued to be pointed out, and we sent teams to work on the development of policies and the following through of policies. We did not see the kind of improvement we felt needed to be made in that period of time,” said Dr. Tom Kimbrell with the Arkansas Department of Education.

Dr. Kimbrell named Bobby Lester as the interim superintendent for the school district. Lester had served the district for 30 years, 15 of them as superintendent, before his retirement in 1999. "My heart wanted to come. My head told me I shouldn't, and my heart won out," said Lester.

Lester greeted staff in a closed door meeting Monday afternoon, many already having worked with him in the past. His primary focus is a smooth first day of school in August. He doesn't plan on coming out of retirement for long and knows fixing PCSSD's problems will take a while.

"I'm really embarrassed by the way it's been going the past few years,” said Lester. "I don't think I can clean all that up. That takes time. I'm hoping when they find someone that's going to be hired on a permanent basis, they'll have an opportunity to work with the department of education to work through these kinds of things."

This year, the district has made headlines for going on the fiscal distress list, for a former board member and former high school principal's involvement in an alleged bribery scheme, and for most likely losing its share of $70 million in desegregation funds, which now figures into the budget going into next year.

Kimbrell was unable to predict what effect the takeover and loss of desegregation money would have on employees of the school district. "I think, right now, everything's up in the air. We're going to have to develop a plan for meeting the needs of children and there are the issues of the desegregation funding going away. Those are going to have to be dealt with. What does that mean? Right now, I'd be guessing as to what that would mean from a staffing perspective. We've got to get in and find out what's there.”

Dr. Hopson will be paid through June 30th, plus any time off he had accrued. It is not known how long Lester will head the district or how much he will be compensated. For his part, Lester said he would do the work for free.

The Governor is at it again! He’s killing all the death row inmates, not giving second chances to those that could possibly be good citizens, and taking all the African Americans out of director positions. I am sick of these “others” being so open with the racial protocol. But, somehow he swept important issues under the rugs for his “good ole boys.” UGHHHHHH!

I just want to know why they got rid of Dr Hopson when he has not been in office for a year today. I want to know why they stuck Dr Hopson with a board that had been there for years and then blame him for past decisions made by that same board. Misappropriation of funds did not come from Dr Hopson. I never saw a previous superintendent spend time at the schools or post such wonderful, warm, heart felt comments on a superintendent's page. I sure do hope Dr Kimbrell knows what he is doing. I hope they understand that the board should have been dissolved a long time ago b/c they had years of making bad decisions. You can't just come in when a new superintendent is in office and all of a sudden decide that its not being ran correctly. These issues existed way before Dr. Hopson came into office. 2010-2011 was a year to magnify the wrong doing. 2011-2012 should have been the year Dr. Hopson should have been given a chance to clean up some one the bad choices previous leaders made. Does not matter about the contract. Ask the previous superintendents how much money they made per year that was NEVER magnified. Ask the next superintendent how much they will pay him to clean up what they call "a big mess". Ask the lady who borrowed money to open a daycare when she will pay the money back. Ask the momma of that lady why she would put her family in danger of losing the daycare and funding why she would do a thing ike that. Ask the former superintendent why they were fired. Now ask the students which superintendent they had a opportunity to meet first hand and ask the teachers what superintendent showed appreciation to them after how many years of teaching.

Superintendents are like college sport coaches, they sign lucrative contracts and when they underperform they get bought out; they are then free to go to another school and sign a new lucrative contract and redo the cycle.

If everything is in such disarray and the PCSSD board was so out of control, then why the heck is the State not putting a freeze and reviewing every action or decision the board previously made for the future of PCSSD? It does not make sense that they are following through and not scrutinizing the decisions for 2011-12. For example, the 2011-12 school year will begin in early Aug instead of extending into June. They don't realize that Aug is one of the hottest months and require vast $ to cool facilities.

Change is inevitable. This mess has been going on for years. I agree with others that there are some underlying issues with all of this. Most of the board has been in place for years and this has never been brought to the lime-light. Dr. Hopson wasn't even on the job for one year yet, but it seems that everyone is pointing the blame at him. How in the world can one person fix in less than one year what has been messed up in several? THat is not reality! Again, there are other schools in the area who are in turmoil, but there people are still in place. I imagine that his progressive reform to update and or replace the dilapidated and deplorable buildings in some of the most needy areas of the district that should have been replaced 15 years ago was all part of his scheme to break the district also? Now all of a sudden things are supposed to be normal again? I really believe that he had a heart for doing what is best for children and creating facilities that are equitable for all. In a nutshell, all of the turmoil from years past has overshadowed the good he has done by trying to make learning more equitable for ALL students in PCSSD.

Its about time to clean up this mess. Now, how much is Hopson's severence pay. Is it 500,000 dollars? Bull Crap, in the real world, when you get fired, you just get fired and loose your job. Now do we have to pay his sererence out of taxpayer money? Let's not make another mistake again. To the next person, either do your job or get fired. I'll take the job if I can get fired and get a 500,000 dollar bonus to get fired.

HOORAY! for PCSSD, its about time!Thank You Mr. Kimbrell & Governor Beebe. Thank you Mr. Lester for coming out of retirement for however long. Lord knows this district has not been the same since you retired. Now maybe the Staff of PCSSD will once again be united and make PCSSD all about Children. Children deserve a safe, clean, quality education!

every student deserve and have the right to learn as long as you have good,honest teachers that's willing to take the time out to work with their student's no matter what the situation is.I hope and pray that parents can be stress free when it come down to what options they have to take when they want the best options for their kids concerning the well being of their education.if they cant understand how can you reach out to them and teach them?got to be better plan and solution to make our generation have confidence when they think they cant.

Gosh it is about time. There is 5 years between my sons and the first did ok in Jacksonville schools but I had to remove the other son because the school was total mess by his turn. Grand children maybe someday. A big plus seeing B.Lester back. I would also like to see coaches moved around because they only seem to pick kids for teams that run with their children,not based on who is the best as it should be.
