LITTLE ROCK, AR - Police say an arrest has been made in a Saturday homicide.

Harlon Finney, 44, was picked up this morning by officers without incident from the Valero at 12th and Rodney Parham after information was received that he could be found there.

He is charged with capital murder in the stabbing death of Billy Howard, 56.

LITTLE ROCK, AR -- Critics say it's yet another case of a broken corrections system in the state of Arkansas.
Little Rock Police are looking for a murder suspect who critics say should have been behind bars when he was accused of committing the crime.

According to one state lawmaker, Harlon Lamont Finney already had 17 felonies on his record when police say he stabbed a man in the neck this weekend.

Police say it happened outside a liquor store off Baseline Road late Saturday night.
The alleged victim -- a 56-year-old man named Billy Howard -- was found bleeding after a fight that police say started in the store's drive through.
Since Finney's first prison term in 1988, the Department of Community Correction says he's violated parole multiple times.
In 2012, he was sentenced to five years in prison but was already out on the streets this weekend when he's accused of committing the murder.

"For a violent or sexual felony, we need to look at the amount of that they can be sent back to prison," said Senator David Sanders (R) Little Rock.  "I think it needs to be more."
