The president told the North Little Rock city council the millage increase would average about $38 per $100,000 home.
Administrators say right now they want to increase enrollment, but it needs to build upon its infrastructure to do so.
She adds, the college needs to meet the needs of the workforce.
"We are getting numerous demands for our business and industry, manufacturing in particular, for qualified employees. With the facility we have now and outdated equipment, we can not meet that demand." said President Dr. Margaret Ellibee.
The president says the election only affects those living in Pulaski County. The vote is scheduled for March 11.
