"I don't feel like as a parent I should have to go through this, having to bury your child," she said.
A vigil for friends and family of Jasmine was held on the anniversary of her death, to share stories of her life.
"As we remember Jasmine, our diva," said her best friend Miranda Gilliam. "Violence with guns is never a solution."
Gilliam and Howard shared their memories with us.
"She always made me wear dresses and skirts like her," Gilliam said.
"I hope they remember the kindness and the spirit she had," her mother said.
They want to warn others of how quickly things can change.
"I want to say to the young people that murder is not a game," Howard said. "It's hard for me, and it'll be hard for the next person."
They said if it can happen to someone like Jasmine, something needs to stop.
"Everybody loved her; she was so sweet and kind to everybody," Gilliam said.
Three suspects were arrested and charged with Jasmine's murder.
They face first-degree murder charges and the first trial is set to begin on Jasmine's mother's birthday.
