EL DORADO, Ark. (AP) — The El Dorado City Council has approved a ban on the roadside sale of animals, despite concerns from the city attorney who said the measure may conflict with state law.

The council approved the ban on a 6-1 vote Thursday. The El Dorado News-Times reports the measure is effective immediately.

The ordinance only permits the sale of animals from a permanent physical location that's owned or rented by the seller or a representative entity. The measure grants an exemption for humane societies, animal control agencies or nonprofits that sponsor animal adoption events.

But City Attorney Henry Kinslow warned the ordinance may conflict with state law, which has a different definition for what constitutes a retail pet store. Mayor Frank Hash says the council is willing to take its chances.

I have no problem with this..where I live, every saturday I see all kinds of puppy mill puppies sitting in cages along side the road. Puppy mills are just wrong and anything that would put a hurt on them, I'm in favor of.
