Arkansas to seek 'No Child Left Behind waiver

The Arkansas Education Department wants a federal waiver from the academic progress standards set by the federal No Child Left Behind law.

no child left behind requires constant progress, even for schools that are at 97% passing rate. It has unreasonable expectations, and when schools don't meet them, it requires expensive contracts with external companies to evaluate teachers and take even more time. NCLB ties up a lot of educational funding in red tape and holds the teachers to specific tested material rather than giving them the flexibility to teach the curriculum in a way that makes sense to the students.

I read this article and still don't understand what it is saying... What exactly does the No Child Left Behind 'do' in our schools and how is it hindering the state? What will the new Common Core entail? I'm sorry to say, I've never been too interested in what was going in our schools until recently, since I now have a child.
