Only if and when people bring back correction and discipline to the children through their groing up. The crime will tone down. This problem didn't happen over night and it is'nt going to go away over night. The less they know about doing things right when they grow up the less they know how to teach their children. No rules... no correction or good structure through the raising. Go figure.... Is it realy headed toward getting any better?
