Clerk Speaks About Alleged Taekwondo Instructor Sex Assault

Wednesday we heard from a gas station clerk who said she witnessed a Cabot Taekwondo instructor sexually assault a young boy in her store last week.
WARD, AR -- Wednesday we heard from a gas station clerk who said she witnessed a Cabot Taekwondo instructor sexually assaulting a young boy in her store last week.

38-year-old William Cossey was arrested on May 17th after Lonoke County sheriff's investigators saw surveillance video of the incident.

"He was touching [the boy] a whole lot in the store, and he walked back to the back of the store and kissed him," said clerk Sarah Brooke.  "I just knew that this was a grown man putting his hands on a child."

Detectives said the boy was one of Cossey's students at the Emerald Dragon Taekwondo studio.

As we first reported Tuesday, it's not the first time he's been accused of this crime.

"I don't know how he's still able to work with kids," Brooke questioned.

Cossey was arrested September 17, 2012 by Cabot Police for an alleged sexual assault on another young male student at Emerald Dragon.

Last week, he was out on bond awaiting a trial set for next month.

The Lonoke County Prosecutors Office didn't push for Cossey to be kept away from his business during a bond hearing after his first arrest fearing his civil liberties would be infringed.  

And it was a similar response from Cabot police who made no efforts to notify parents whose children train at the studio.

"He's not convicted," said Keith Graham, Public Information Officer at the Cabot Police Department.  "You can't really go into full bore notifying the community of a sexual predator or any thing like that."

Law enforcement and prosecutors say there is a gray area.
   
On one hand, they want to protect kids.  On the other, they don't want to out someone publicly for a crime before they are convicted.
   
Asked if there needed to be law changes to protect children in cases like this, Graham said it may need to be considered.
