LITTLE ROCK, AR -- District and union leaders say they're still talking, which they consider good news. However, they won't give any specific information.

"We're gonna meet tomorrow morning at 10:30 at the AEA (Arkansas Education Association) building. No comments at this time," said Emry Chesterfield, president of the Pulaski Association of Support Staff.

"I have nothing more important to resolve this issue. We've got to balance 2012-13 budget and in order to balance it we've got to make some changes," said Dr. Jerry Guess, superintendent of the Pulaski County Special School District.

But what if the groups fail to agree on something?

That's when the professional policies committee, or PPC, steps in to decide on employee policies.  It's made up of teachers and support staff elected by their peers to represent employees.

"This is just what a what-if case.  We need it before May 1 when the policies, if there's a change, need to take place," said Paul Brewer, the district's human resources executive director.

Brewer said the formation of the group by no means signals what may be taking place during the negotiations. Teachers and staff just want to be in place and have a contract handy.

"Everything involved in a contract, what types of leaves you have, how is it counted how much leave you have, salaries, any policies that deal with your workday," said Brewer.

But district and union leaders hope they don't have to make it to that point, confident the mediators will bring the negotiations to a peaceful end.

The way this PPC committee was elected is a joke. Ballots were removed from buildings before many teachers were able to vote. (I will not stop teaching to handle personnel issues.) We don't know who counted/certified the votes. The teacher that initially sent out the email to set up the vote was elected. The whole process is very suspicious, not to mention insulting, in the way she approached us. For the record-I have a problem with Dr. Guess and Mr.Kimbrell wanting to reduce my salary and benefits or possibly cut my position, when the State Board of Education has not made any attempt to recover money that was squandered/embezzled by employees/board of PCSSD. If half the rumors are true, we should be seeing some indictments coming down. Instead we hear of panty purchases from Dillard's, transmissions for personal vehicles, $30,000+ taken by someone in the finance office being allowed to resign without charges filed, and numerous other transgressions by (hopefully)former employees. The Dream program that owed the district has never been mentioned again. Didn’t they owe many thousands of dollars to the District as well? These thieves will be allowed to spend/steal money from the District, that I am supposed to now joyfully make up, by taking a cut to my salary and losing benefits. The same benefits PACT negotiated with Mr. Kimbrell in November. I understand that we all need to make sacrifices to save the district, but teachers have already compromised on raises, and changed our insurance plans to save the district money. We work long hours outside of the school day because there is not enough time during the day to complete everything we must do to ensure our student’s achievement. With seven classes and 140+ students each day, I am given less than 7 minutes per class each day to make lesson plans, grade papers, enter attendance and grades, review test scores, etc. Every teacher I know willingly gives up personal time to ensure success. To ask for more is insulting.
