If the land belongs to the 'public' - are they paying taxes for it's upkeep??? If so - seems to me the public has every right to the artifacts. So they will be fined for taking what belongs to them?

The Land belongs to the public and so do the artifacts, that is why it is illegal for someone to take them, because they belong to the people of the state, not just one person!

I love ancient artifacts...My granddad used to dig them up every spring while plowing his garden and give them to me. I have all kinds. Even a rock with a sketch on it.
