Earmarks ban may shutter Arkansas irrigation work

If they have already spent all of the millions of dollars on these projects, why not finish them? In other words, our smart government wants to stop the projects, write off the millions already spent and say the hell with it. Basically millions of dollars are going to go to waste. Typical Obama thinking.
