GOULD, AR - Three ordinances are repealed at Tuesday night's Gould city council meeting.  One included banning anyone within the city to discuss city business without council approval.

Municipal League Council Mark Hayes says the way the ordinances were written, they violate both state law and the U.S. Constitution.

Mayor Earnest Nash says the three hour meeting could have gone on all night because there are eight other questionable ordinances the Municipal League still encourages the council to discuss, including drafting a law to distinguish exactly how city-owned vehicles should be used.

The council voted unanimously to repeal the ordinances, but members say the ultimate goal is still not accomplished.  Members say the ordinances were meant to save the city money, but were worded incorrectly.  The city is more than $1 million dollars in debt, and currently can't even afford a city attorney.

Mayor Nash plans to hold a town hall meeting Monday, August 16th for citizen reaction to the meeting, suggestions on how to amend the eight other ordinances in question and to straighten out any other questions left open during the council meeting.

Hayes continues to stress the importance of a city attorney for Gould so the council doesn't find itself in another situation like this, adding he's happy to help, but he can't be around to moderate all the time.

Sounds to me the city council is nothing but greedy money hungry thieves. They want to pass a law so they can drive their city owed cars anywhere, anytime? That town is ran by nothing but people who just want power over the town, and yes, corruption does come to my mind. The city council thinks they are above the US Constitution or state laws and they can make their own bogus bs laws. These kind of people have no mind to run a city, they are 1million in debt, that tells alot. Abolish all of these peoples titles and positions, hopefully the citizens of Gould will vote in a new and HONEST council.

I wonder why it is that the basic problem is never addressed while reporting the news. This mayor has tharted the council every time they have tried to change something. The copy of the deed is under supision since it was never produced until this past Monday. The mayor should have had an orginal. The minutes were missing until this past Monday also, they too showed up Monday. Oh by the way they were stolen from the treasurer's office prior to Monday. The lease also showed up on Monday along with the previous documents. These documents were delievered by someone from the Citizens Advisory Council and not the mayor. How do they have a copy of the minutes and the deed and the mayor has not shown it to the city council? I really believe the story is one of crouption and power hunger. Just a thought.
