@ArkansasYankee, you're so right..you don't even need to know English to get a driver's license either..

Alcohol, the State Police, and the our State Lawmakers. All you have to do is drive a little around whatever town you live in, and you'll see people driving that do not deserve to have a driver's license. But as Tommy Smith once put it; all you need to do to get a driver's license in Arkansas is be able to open the door and get in the vehicle. If I'm not mistaken, I believe I once read that most vehicle deaths are caused by someone crossing the center line. It's a shame that tests for a license are not harder than they currently are. And, unfortunately, the individual that killed someone with careless driving, will probably be driving again soon.
