Lawsuit filed against Gould city council members

GOULD, AR - 216 signatures are listed on a petition asking two Gould city council members to step down.

"If I pinch you hard enough you're going to attack me. So apparently I'm pinching pretty hard," said Council Member Harry Hall.

Hall is one of the aldermen targeted in a lawsuit filed by the Gould Citizens Advisory Council (GCAC).  The lawsuit demands both Hall and Rosieanna Smith resign from the city council - Hall, for having a criminal record and Smith for representing a Ward where she doesn't live.

"Certain people have taken us down low as we need to go," said GCAC Vice President Norvell Dixon.

"I don't steal. I haven't killed anyone. I made a minor mistake back in the past but I've paid for it. I'm a good person," said council member Hall.

According tot he Arkansas Constitution, you can't run for office if you have a criminal record.  Also, as an elected official, you must reside in the Ward you represent.

"This is my third term. Why didn't you stop me my first term?" said Hall.

This isn't the council's first battle with a constitutional problem.  At the last city council meeting on July 12th, four council members, including Hall and Smith, voted for ordinances limiting freedom of speech to pass into law.  One of the ordinances bans the GCAC from meeting.

"It bothers the citizens of gould that this type of attitude prevails in this time," said Dixon.

"I paid the price. God forgave me, the judge forgave me, these people will not forgive me. That's the problem. Its personal," said Hall.

The sign going into town now reads- Gould Population-"we a bunch of ignunt inbreds, can't count past 20", it's your guess.

If Hall, like he has stated "this is his third term".Why not question his past record back then?I agree with him, And as far as the lady that stays out of jurisdiction why did'nt they question that before now.I think its a lot of unanswered questiones here and it seems no one knows the rules.Gould is very small I'm sure everyone knew where this women stayed and that she did'nt reside in Gould.Seems like the ones who voted for the councilmen and women did'nt do thier job before voting and now tryig to correct it.This is a bunch of mess and the whole mayor and members should be replaced with decent people.Give our folks a inch and we take a mile and then they wonder why we cant never get into or run for anythimg.Instead of other people putting our kind down we do it to ourselves.smdh

Interesting that the city council is supposed to actually represent the citizens. Sounds like these city council goons hate the citizens of their town.

Reminder to self: avoid Gould the next time I travel through that area. If the politicians are this stupid and corrupt, what are the cops like?

@ arkieoutlaw15....you stated "Need some white leadership there for sure"...what does it matter what color the leadership is...our Black Mayor has done things for the city that other mayors could not( roads, sewer, drainage,, food pantry..too many to name). If the leadership was white, the town would still have issues but you could bet your last dollar that those issue would be of another color!

The County Board of Election Commissioners has ABSOLUTELY NOTHING to do with events in Gould. There are procedures to address an elected official not "laying their head at night" at an address within their district. There is recourse if someone falsely files for an elected office. FOX 16 PLEAS GET YOUR INFORMATION CORRECT YOU ARE ONLY FORBIDDEN FROM RUNNING FOR OFFICE IF YOU HAVE BEEN CONVICTED OF CERTAIN FELONY'S AND YOU HAVE NOT HAD YOUR RECORD EXPUNGED OR BEEN PARDONED. IF WHAT YOU WERE SAYING WAS CORRECT THEN ANYONE WITH A TRAFFIC TICKET COULD NOT RUN FOR OFFICE! NEXT I WOULD LOVE TO KNOW WHO WILL REPRESENT ME IN A CIVIL SUIT AGAINST THE CITY COUNCIL FOR MY NOT BEING ABLE TO TALK TO THE MAYOR AND OTHER ABOUT THIS AS ALLOWED SPECIFICALLY BY THE ARKANSAS CONSTITUTION AND THE US CONSTITUTION. PLEAS I AM DEADLY SERIOUS ON THIS WHERE IS THE ACLU ON THIS OR ANY OTHER DECENT ATTORNEY.
