Little Rock breaks ground on new community center

Little Rock city leaders broke ground on a new community center near 12th Street Monday -- three years after that location's last community center burned down.

This city amazes me! They got the insurance check 3 years ago, and put the money into the general fund. Now, out of thin air, they're using "insurance proceeds" and our new tax dollars to fund construction. I thought the new tax was for police, fire, and street improvement, not community centers!
