This is BS! You can have a Tracking Chip placed in or on your animal. I brought my dog back from Osan Air Base South Korea in 2005 and they where putting tracking chips on animals back then. She is 9 years old now and never been lost! When she goes out side all I have to do is call her name and she is rigt beside me! Folks in Little Rock need to learn how to take care of their animals....
