I'm not clear on this. So if the '2 available tracts of land' are blocked by 2 sets of rr tracks, wouldn't this mean that land (& houses) would need to be purchased in other directions in order to stay in the current location? Is Shoptaw saying that for 40 million he can update the current 100 acres/buildings or would that inlcude the purchase of surrounding neighborhoods? And to keep the current location, would Elliot see that Roosevelt Road would be widened and made suitable to accomodate fairgoers and vendors from I-30? Maybe exterminate the criminal element of said current area? Just how bad does she want to keep it??
