No charges filed after investigation into UAPB audit

PINE BLUFF, AR – No criminal charges will be filed in connection to an internal audit of the Harrold Complex at UAPB. The internal audit in 2010 could not verify nearly $800,000 in payroll expenses and vendor disbursements. The Arkansas State Police was asked to investigate see if any crimes had been committed.

Prosecuting Attorney S. Kyle Hunter said “the investigation revealed numerous suspicious time sheets of student working at the Harrold Complex and a lack of supervision and management of said students, but nothing to justify criminal charges.”

Rita Ticey, the director the Harrold Complex and an assistant to the chancellor, was fired after the audit came out. Three other employees, two relatives of Ticey, were fired as well.

A month after the audit was released, UAPB Chancellor Lawrence Davis, Jr. announced he would retire at the end of the semester.

Incompetence is not always criminal. They would spend more than $800,000 trying to prosecute anyone.

The ASP and Hunter dropped the ball on this one. Wonder who else made money off of this besides those that were fired?

I guess Crime Bluff has crime at UAPB also. "...could not verify nearly $800,000 ..." and no one was arrested or charged? We'd all being doing well if we could make off with almost a million, and all that would happen to us is get fired! Must be nice.
