LITTLE ROCK, AR – Cruelty to animal charges have been filed against a Garland County man whose house burned down Monday. Animal Control found 28 dead cats and 11 injured inside the home.

A warrant was issued for David Smith on Wednesday. He turned himself in and was released on $1,000 bond. The Garland County Sheriff’s Department says Smith is one of their employees in the county jail.

According to the report, Smith was notified 3 days before the fire by Animal Control that he had to get his house cleaned up. Smith said he would comply.

The sheriff’s department says that foul play is not suspected in the cause of the fire.

In addition to the 39 misdemeanor counts of cruelty to animals, Smith also charged with violating the Arkansas rabies act.

If it's $1000 bond, wouldn't he only have to pay $100? what a sicko, he's either a deranged, psychotic cat person or his heart is just bigger than his brain..I keep my 2 cats in the house along with 1 dog...I'm a clean person but cats just have a smell about them and I have to work hard at keeping that smell away... so I'd hate to smell what that house smelled like. The fire was probably a blessing.

Well fines and bonds are set by people elected to office by the people. I guess that makes everyone of us part of the good ole boy system. Who does that include.

that is too many cats even if he could take care of them that is ridiculous. 1000 dollar bond is way to low, he only had to pay 100 dollars to get out of jail. good ole boy system prevails again.

He just doesn't look like a cat person. He does look like a jailer though.
