Sales tax for new jail "necessary for community's safety"

HOT SPRINGS, AR - At a glance, the Garland County jail looks like a functioning facility. The food trays are full. The uniforms and blankets are clean. But if you look closer at the rotting cell blocks and malfunctioning equipment, it's a different story.

"We're doing it in a facility that's built for 88 and we're trying to do it with 200," said Lieutenant James Martin with the Garland County Sheriff's Department.

"You've got people sleeping on the floor, you've got blind spots, you've got a very dangerous situation for our people who work here," said Kirby Williams, the campaign manager for the "One Cent for Safety" sales tax.

The jail is operating at more than double it's capacity and that's not counting the 100 inmates released each week because there's not enough room.

"Sometimes it comes down to, 'Do you turn loose the guy that's been threatening his wife or the guy that has four DWI's?'" said Kirby.

The "One Cent For Safety" sales tax could change it all. Tuesday, voters decide whether a new jail is built. A bigger one with better security.

"They can get behind some of the posts, they can get back in the corners and the cameras won't see what they're doing, the guards are unable to monitor their activity," said Lt. Martin.

Even in the yard, there are dark places and blind spots that guards cant see.

Locks on certain jail cells are broken and replacement parts don't exist.

"We've gotten to the point where we have to put padlocks on the doors in order to secure somebody," said Lt. Martin.

Along with overcrowding, the jail is understaffed which makes a dangerous job even worse.

"Our guys are sentenced to this every single day. They don't have a choice. 365 days a year, day in and day out they have to be here," said Lt. Martin.

If passed, the sales tax would remain one cent until construction on the jail is complete. Then the tax drops to three-eighths of a cent. A similar sales tax for a new Garland County jail went up for a vote three years ago but few voters supported the push. Polls open, Tuesday, at 7:30 am and close at 7:30pm.

I agree with all of the comments I have seen here. 42 million!!! Judge Davis is insane and must be getting a kickback on all this. A big block building sounds great, but I would just like to see Marijuana legalized and taxed. Then non criminals would not be locked up and fined because polititians are stupid. Oh, I forgot, this is a Democrat state, they love to tax people into leaving this state. I witnessed someone last December being fined and when he went to the clerk with money in hand, they told him to come back in January. That was because they had exceeded the legal amount of fines per capita. They keep people on the street because they cannot afford to live here.

Here's a thought quit wasting tax dollars on non essentials and re-evaluate the priorities of justice. The police for protecting and serving the public, not for generating revenue. It's time the politicians to quit investing our money to invade our personal privacy with some of the laws they have passed.

Prisoners are expected to live more comfortably than free people. They are in prison because they have no respect for anyone. While I sympathize with the employees VERY MUCH....I have had an idea for Little Rock for a long time, but I don't count. Does Benton have any large empty buildings? If they do, why not utilize this? I bet it wouldn't cost so much to put up a humongous CONCRETE BLOCK building. AND I love the ARIZONA PLAN!

I see here where Garland county wants a new jail for safety to the risidents. What about a tent city prison like the ole sherriff in Arizona has. St Francis county is hollering the same thing. Our land taxes have doubled this year from the increase in school tax and a ditch tax that our water runs off in. We do not need anymore taxes vote against every tax that you can.

A 42 MILLION DOLLAR jail? One that will house up to almost 500 prisoners? Thats NOT a county jail, that a prison! Get serious Judge Davis, do you not read the papers or watch television? Yes, Garland County needs a new jail, but a 42 MILLION DOLLAR jail? Get back in touch with reality!

First Little Rock, now Hot Springs and coming to a community like yours another 1 cent/ penny tax... Why don’t you cut some of the frivolous spending before you start taxing us all into oblivion... Ask yourselves why our State has a surplus and why others are broke, keep taxing us and label it what you like, but I think its time you make do with what you have, I do while I still have a job, but if you keep this up I won’t and then you won’t be able to get one more red cent out of this Arkansasen…..
