Shootout suspect awaits extradition to Louisiana on heroin charges

A fugitive involved in a shootout with two bounty hunters Monday was wanted out of Louisiana for possession of heroin with intent to distribute, according to the Association of Louisiana Bail Underwriters.
LITTLE ROCK, AR – A fugitive involved in a shootout with two bounty hunters Monday was wanted out of Louisiana for possession of heroin with intent to distribute, according to the Association of Louisiana Bail Underwriters.

The ALBU says two “recovery agents,” Michael Comstock and Alroy Allen, spent the last 5 months tracking 24-year-old Jazman Delmore from New Orleans to Little Rock. The two bounty hunters found Delmore at the Bristol Park Apartments on Monday.

In an effort to avoid being arrested, Delmore ran away. According to the Little Rock Police, Delmore fired upon the bounty hunters, who then fired back at him. No one was injured in the shooting. Comstock and Allen were able to capture and handcuff Delmore behind the Little Caesars on Bowman Road.

Local bail bondsman Kenny Hill says most situations do not end like this and every effort is made to take suspects in peacefully. "If someone shoots at you you're probably better off shooting back, but we have other methods to subdue people. Tasers, bean bags, and pepper spray work really well."

Delmore was booked into the Pulaski County jail on two counts of aggravated assault and possession of a firearm. Comstock and Allen were not charged in the incident. Hill says bail bondsman are required to check in with local law enforcement when tracking a suspect outside their area, which Allen and Comstock did. "Any time you fire a weapon more than likely police are going to take you in for questioning to sort out all the details and make sure you didn't shoot first."

Delmore is currently awaiting extradition back to Louisiana. The ALBU says Delmore previously was arrested in 2005 on 2 counts of attempted first-degree murder for shooting a Jefferson Parish (New Orleans suburb) Sheriff Deputies during a routine traffic stop. Delmore was convicted in 2008 on 2 counts of manslaughter and 2 counts of aggravated flight from law enforcement.
