Did he say sell his property? HaHaHa! That's not how it works, they'll probably just condemn what they don't own.

Buy them books and send them to school with high hopes of a good education. Then sit back and be disappointed. Guys it would be great to move it out of a high crime area. There is a problem though. You can take the Fair out of the ghetto. Although you can't keep the thugs in the ghetto. They will follow it like a hungry dog to a soup bone. Next idea.

Both of you guys are 100% on the money, they MUST move it out of this Ghetto ridden area where you could decent people to attend and not feel like their life is in danger

Get the fair out of the ghetto and it will prosper. And moving it to Jacksonville isnt moving it out of the ghetto. Move it to an area where murder and dope isnt a career.

It doesn't matter how much land the city acquires to expand the grounds. As long as there is a good possibility of getting mugged or shot while walking to your car a lot of people aren't going to go.
