Whatever shenanigans went on at the agency, the director is ultimately responsible for oversight. If Mr. Shannon is actually being truthful (which is doubtful), he still should have known what his CFO was doing and taken steps to stop it. He didn't and should be terminated. If he is not being truthful, he should be terminated anyway. I am not a fan of Percy Malone, but I was hoping he would rip this agency a new one.

The blame should fall on you Mr. Agency Director. You are the leader of this government agency, and I have no doubt you were informed of what was going on, as I am a state employee and know how things work. Shame on you for letting the "poop" roll downhill! You should have lost your job first and let 5 of the "small" folks keep their jobs!
