Texarkana police investigating death of 2-year-old

TEXARKANA, Ark. (AP) — Police in Texarkana, Ark., say they're investigating the death of a 2-year-old boy whose welfare and living conditions had been the subject of Arkansas Department of Human Services investigations.

The DHS website shows that Christopher DeWayne Peoples died April 30 and that DHS had investigated the child's welfare several times since shortly after he was born in October 2010. The website says each investigation found that various allegations of neglect of the boy were unsubstantiated — but that he was once found to have a skull fracture

The boy's cause of death is listed as undetermined.

Police Sgt. Bobby Jordan told the Texarkana Gazette that the child's body was sent to the state medical examiner's office for an autopsy.

This story is heartbreaking. And, as a foster parent, is my worst nightmare. There is always a fear in the back of your mind when a child leaves to be reunited with their family that something terrible could happen. I also don't feel like the DHS caseworkers should be to blame. Ultimately it is the court's decision as to where the child goes. One of the main problems with DHS is the lack of workers. Miller County is way understaffed. Currently, to my understanding, there are only 4 caseworkers for all of miller county. This is crazy. These 4 people are carrying heavy caseloads and way overworked. Miller County needs more caseworkers to be effective. As with any job, being overworked effects your performance. Overworking people who are responsible for ensuring the welfare of children is dangerous both to the workers and the children they represent. And, really is unacceptable. Another thing that needs to be looked into is child welfare laws. Sometimes it seems like the current laws protect the adults "care givers" more so than the children. Child welfare laws need to be reviewed and re-written to protect thechild first. Then, consider the parents rights. To address the comments about how many times DHS was contacted with the allegations of abuse; it seems from reading this article and others that when DHS was called there was an investigation and the accusations were not proven to be true. You can't arrest a person for bank robbery because someone alleges it and immediately put them in jail. You have to prove they did it. Same way with child maltreatment.In my opinion, when the investigator goes to the home, if there is ANY CHANCE, ANY PROOF the allegations could be true the child should be removed until the adult is proven innocent.ULTIMATELY THE CHILDREN'S RIGHTS SHOULD BE PROTECTED ABOVE ALL ELSE. THIS CANNOT BE DONE, IF DHS IS UNDERSTAFFED. I BELIEVE THAT MILLER COUNTY NEEDS SEVERAL MORE CASEWORKERS TO BE ABLE TO DEDICATE THE TIME THEY WANT AND NEED TO EACH CASE

DHS is getting sorry by the day .They dont take the time out and pay attention the child.They comes in and ask the parent questions but dont pay attention to the child moods. I think if a police is taught to tell if a person is lying. I think they need to send DHS worker back to schooland take classes on a childs moods swings. Longer investigation on the parents. polygraph test on the parents.Whever a parent has a case on them like the story I read and the child comes up abused and dead, I think they needs to locked the DHS WORKER UP for have doing their jobs .You DHS workers must now know little kids like this toddler has a voice too take more time out to do your job right not messy.

DHS is worthless...all they do is harrass, file reports and suck tax payer $$$$....I've never heard of a story where, "if it weren't from DHS, the child might have died"...I doubt there's a story like that out there. Kind of like that "father" up north who was suspected of killing his wife but they couldn't prove it..well he wound up killing himself and his two boys by blowing up the house, while DHS was outside the door for a visit...he was a convicted sex offender too, allowed to see his kids...

Wouldn't have happened in Lonoke Co. So sad for the little one. Hope to see further news on his murderer SOON.

Why did DHS just keep investigate this family and not take that baby out of there. WHY!!! I blame DHS!!!

it is so hard to read things like this...the little boy certainly has the lord at his side now...of all the wrongs in the world, injustices on innocent little children have got to be the worst...
