PINE BLUFF, AR - Pine Bluff police say a 14-year old turned himself in to detectives after shooting and killing a 12-year old.

Investigators say they are still working to find out more about what was happening moments before the shooting. How did the 14-year-old get a hold of the gun and what was happening inside the house? According to the neighbors - the answers may not make it any easier to understand.

From the outside, the house at Harding and Pennsylvania in Pine Bluff doesn't stand out.

A basketball hoop is perhaps the only sign that kids may live inside.

Pine Bluff police say it’s where a 14-year-old shot and killed a 12-year-old this weekend.

"It's devastating. You really don't know what to do or to think about the situation," Kristen Hicks says.

Kristen Hicks lives just a block away from where 12-year-old Quinshon Parks was shot.

"That's young. It's real bad," Hicks says. "But, it happens a lot around here, shootings and stuff. But you'd never think it would come so close, from behind our house like that."

FOX16 news spoke with someone at the house this afternoon who was there at the time of the shooting. They didn't want to go on camera, but said it was definitely an accident.

"It's the parents fault too," Tarrence Rochelle says. "Because they shouldn't have that gun around no kids."

That's a part of the investigation that police continue to work.

Right now, the 14-year-old is charged with 1st degree battery and a juvenile in possession of a firearm.

But detectives say, since the incident resulted in the death of Quinshon Parks, those charges could be enhanced.

12-year old Quinshon Parks died at a Pine Bluff hospital at 4am Sunday morning.

The Jefferson County prosecutor's office will review the case and decide what charges to file.

Parks shooting was the second in Pine Bluff in as many days.

Since when in America did saying criminals should go to jail become "negative comments". If it had been your kid killed 1gmama you would react differently. There are certain groups in our cities that say that the police don't do enough to protect their neighborhoods and when they do catch a criminal in their neighborhood they want to let the criminal go or get treatment. Can't have it both ways. There can be 10 people standing around and witness a crime and when the police ask them what happened, they say they didn't see nothing.

Where is the love and support for our children and our community. I pray for each and everyone on here that have made a negative comment. Did you know the tougue, is like a two edge sword it can kill just like a gun. So watch what you say. Please pray for this family and the family of the 14year old. "Only God can judge." This was a accident that turned tragic because someone left a loaded gun around children. Nothing you can say will make it better, but you can say plenty to make it worst.

In Pine Bluff, the apples dont fall far from the trees. I actually feel bad not only for the family of the 12 year old that was killed, but also for the 14 year old that shot him. When you have a city filled with thugs, gangstas, riff raff and just plain and simple dead beats, where is a role model for the kids? Hell, he is just doing what he has been taught. I am not trying to justify his actions by no means here. He knew what he did was wrong and he knew before hand it was wrong, so spare him nothing. Charge him as an adult and sentence him as an adult, I bet he will think about it a lil harder than if you just slap his wrist.

My comments are not bad Tom. It's people like you that allows child molesters and murderers back out on the street to do it again. We are sick of it.

Oh how quick we are to judge! we don't even know the circumstances surrounding the incident and some are saying send him away yadee yadda! I have been involved in a friends child that shot and killed another child and yes, a 14yr old is still a child, and it affects the one that lived in a very bad way! somebody needs to connect with this boy and find out what he needs and give him the help to get him back on the right road and show him the love he yearns for! The child I was referring to earlier is now a grown man and is a very loving, caring, productive citizen and might have turned out a career criminal or worse if mercy and the proper care for the situation hadn't been applied. please reconsider your bad comments and pray for this disturbed child!
