According to the arrest affidavit of Deputy Joseph Conner, 27, it happened Tuesday while the woman was in custody but being treated at a local hospital for an unspecified condition.

The affidavit states that she was handcuffed to a hospital bed and being watched by Conner when the incident happened.

The inmate said she fell asleep and when she woke up she found that Conner had put his penis in her hand and she moved her hand away.

Deputy Conner admitted to his penis being in her hand but said it was her idea.

Conner is out of jail after posting a $15,000 bond Tuesday night.

He has worked at the PCRDF since February 2013 and is on administrative leave pending a hearing.
