Governor Set to Grant Pardons to Seven

Each one has completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences.
LITTLE ROCK, AR (News release) - Governor Mike Beebe today announced his intent to grant seven pardons. An additional 20 clemency requests were denied and 11 had no action taken upon them. These include requests from both inmates and non-inmates. 

The seven applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken. 

Governor Beebe intends to grant pardons to the following people:
  • Sarah E. Frazier (Floral): Possession of Drug Paraphernalia - This notice is issued based on the date of conviction (1999 - Sharp County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
  • Orvil A. Germany (Hector): Forgery - This notice is issued based on the dates of conviction (1996 - Faulkner County, Pulaski County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. The prosecutor has objected to the application. 
  • Walter J. Henschel (Maumelle): Possession of Cocaine and PCP with Intent to Deliver, Delivery of PCP - This notice is issued based on the dates of conviction (1976 - Baxter County, Stone County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
  • Shawn Lawrence (Russellville): Theft of Property - This notice is issued based on the date of conviction (1998 - Perryville District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
  • Donnie F. Maier (De Witt): Theft of Property, Burglary - This notice is issued based on the date of conviction (1981 - Arkansas County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
  • Terrill R. White (Alexander): Possession of Cocaine and Marijuana - This notice is issued based on the dates of conviction (2003 - Saline County, Bryant District Court), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. The judge has objected to the application.
  • Patricia K. Williams (Searcy): Theft of a Controlled Substance, Hot Check, Forgery - This notice is issued based on the dates of conviction (1997, 1999 - White County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
