PULASKI COUNTY, Ark. – A Jacksonville man has been identified as the victim of an early morning homicide just outside North Little Rock.
The Pulaski County Sheriff’s Office says James Ward, 29, was shot to death during an apparent carjacking at an apartment complex on McCain Park Place a couple of hours before dawn Thursday.
The PCSO is looking for Ward’s vehicle, which is described as a champagne-colored 2-door Ford Explorer.
The gunfire has many parents on edge and some renters ready to leave.
“It’s real shocking,” says Caprisha Howard, who has a friend that lives in the complex.
“We have been out here numerous times,” adds Lt. Cody Burk with the Pulaski County Sheriff’s Office.
The PCSO says the incident appears random.
“You gotta runaway from violence. And you never know where to run too because violence is everywhere,” says resident Ronika Crustrson.
She says people call the neighborhood a rough area.
“I try and stay to myself but at the same time it looks like that doesn’t even help, ” she continues.
“Interviewed a witness. We understand he was carjacked of his vehicle,” explains Lt. Burk. “Luckily it was early in the morning where the kids weren’t up yet and getting out here on their way to the school bus.”
The PCSO says deputies have been called to the complex 355 times since Oct. 2015. So far this year, they’ve been there 145 times.
“I never thought I would even be this close to something like this,” says Howard, who was helping her friend move out of the complex on Thursday. “You just have to be cautious with everything you do nowadays.”
“It’s scary,” says Ronika. “I stay in the house.”
That’s why she says she’ll make her home somewhere else.
“I’m going to try and see if I can get my lease to change over so I can move” she says.

PULASKI COUNTY, Ark. – An early morning carjacking that led to a homicide is under investigation just outside North Little Rock.
The Pulaski County Sheriff’s Office (PCSO) says deputies were called to the scene around 4:30 a.m. Thursday at the Chapel Ridge Apartments complex on McCain Park Place. The complex is located just off Hwy. 161 (Jacksonville Highway).
Deputies say the victim is a male who was shot to death. His vehicle was driven away from the scene by the suspect. It is described as a burgundy Ford Explorer. The PCSO says deputies are also looking for a light gray Chevrolet TrailBlazer or Lincoln Navigator.
A woman that lives at the complex says the sound of several gunshots woke up her 8-year-old daughter around 4 a.m.
PCSO investigators say the carjacking/murder happened in the back of the complex. The victim was found near a bench.
“There’s a lot of children out here. There’s a playground on the other side of us. Luckily, it was early enough the kids weren’t up yet or going the other way to the school bus,” Lt. Cody Burk, PCSO Public Information Officer told us at the scene.
No further information about the victim or suspect has been released.
