Fox16 Investigates: Multiple Bars Under Investigation after Fatal Accident Involving Ambulance

ABC confirms multiple bars could be fined but couldn't say why yet

LITTLE ROCK, Ark. - Multiple bars are under investigation and Little Rock Police officials have launched an internal investigation after a woman was killed in a head-on crash with an ambulance Sunday morning.

The crash happened on Interstate 40 in Maumelle near the Morgan exit around 5:20 a.m. after Arkansas State Police say Brianna Carter, 21, drove into oncoming traffic and hit an ambulance.

In a memo released by the Alcoholic Beverage Control (ABC) Enforcement office Thursday, Carter visited multiple establishments before the accident happened.

The memo alleges Carter arrived at Midtown Billiards on Main Street in downtown Little Rock at 1:18 a.m.

The document shows "Carter had approximately 3-4 beers and one shot of Whiskey" at Midtown and "paid with cash for each purchase, and the shot of Whiskey was purchased by a friend".

ABC Agents say they watched the bar's surveillance footage, and it shows Carter "remained in the pool table area" throughout most of the night.

Investigators say she left Midtown three hours later, around 4:50 a.m., and it appears Carter "sways" once but is able to exit alone and speaks with Midtown staff and a Little Rock Police Officer before leaving, getting in her car and driving away.

About 27 minutes later, Arkansas State Police say Carter was involved in the accident.

The 21-year-old died at the scene and the two medics suffered non-life threatening injuries.

At the time of the crash, the ambulance was not transporting a patient.

Little Rock Police Department (LRPD) officials were unaware of ABC's findings until FOX16 Investigates brought officers the document.

LRPD confirms its launched an internal investigation into the circumstances.

Arkansas State Police says it's waiting on toxicology results before the investigation can be closed.

Officials at Midtown Billiards had no comment.

It is unclear what other establishments are under investigation.

ABC officials say "multiple" bars could be fined but couldn't say why until the investigation is complete.
