PINE BLUFF, Ark -- Pine Bluff Police are looking for two drivers they said were involved in a deadly hit-and-run.
Authorities identified Frederick Rice, 58, as the man killed.
Wednesday, police released a photo of a white car they said is one of two cars that never stopped after hitting Rice.
Ricky Duley said he had known Rice for 5 years. He spent some of Wednesday night looking over some recent cell phone videos.
"He could make you laugh," said Duley. "He was just a funny guy"
It'd be some of Rice's last comedic moments. Pine Bluff Police said Rice was crossing the road near 23rd Avenue and Olive Street during Tuesday's rainy night, when he was hit by three cars.
Investigators said the third driver stopped, while the first two kept going.
"You know you hit something, when you hit something," said Duley.
Authorities said Rice died at the hospital.
"He really didn't deserve that," said Duley. "It's sad what happened to him and I hope they catch who did it.
Duley said Rice had a place to stay, but would walk around town asking people for money.
"Every time he saw me, he would talk to me," said Duley.
Rice also went by a different name.
"We called him 'Changeman," because he always brought in change," said Duley. "They'd say 'Changeman is here.'"
And Duley was glad to trade Rice's loose change for dollars at Duley's restaurant, where Rice swept the parking lot for more cash, from time-to-time.
"I helped him here and there ... whenever I could," said Duley.
Now, he's hoping the drivers that never stopped, will soon hit the brakes.
"Do the right thing and turn yourself in," said Duley.
Authorities ask anyone who knows about the deadly hit-and-run to give them a call.
